Polls for a newly-deployed app version (interval + tab-visibility + window-focus triggers) and reacts once one is found - the standard "a new version is available, please reload" pattern.

Generalized from luv-autoq-frontend's copy, which read a hardcoded /version.json endpoint, wrote directly to an app-specific Pinia store, and reported fetch failures to @sentry/vue directly. All of that becomes caller-supplied options instead.
